HOUSING
San Francisco is being ripped apart by a catastrophic housing crisis. I believe that we first need to declare a Housing Emergency to freeze ALL evictions in this city.
I also believe that Public-Housing tenants (there are more than10,000 in District 10) should be able to gain ownership of their homes, using the
Community Reinvestment Act.
Existing home-owners and tenants also deserve protections. I favor Prop. N, which calls for an end to condo conversions, and Prop. H, which calls for an end to landlords passing on costs for building repairs.
At the same time, new housing must be built for those drawn to San Francisco's economy. Plenty of land, zoned for Housing, exists in District 10 to meet this need. Plenty of money exists in the City's economy and budget to fund this need.
What we the people need is a Supervisor-- and a progressive alliance of Supervisors-- who will fight to make sure this need is met.
EMPLOYMENT
Any amount of new housing won't help our District unless people here can go to work and earn a true living-wage. Fortunately we in District 10 have the means to be a model of integrating the new economy with virtually full employment.
We have the businesses-- Internet-based firms are rapidly entering District 10. We have the space--on Pier 70, the Bayview-Hunters Point Shipyard site, and in Visitacion Valley. We have the people-- creative folks, young and old, who lead the culture otherwise, along with many diverse ethnicities and their traditions.
What we don't yet have is a sensible plan for such integration. City Government, led by our current Mayor, has consistently sold out our communities. Local control of commercial development in District 10 is VITAL for us all to prosper. To make this happen I and my Economic Advisory Board-- Ernie Meriweather,
Margel Kaufman, Jake Pavlovsky and Willie Ratcliff--are promoting partnerships that will bring residents of District 10 employment and business-ownership.

ENVIRONMENT
District 10 is home to 2 Superfund sites in the Hunters Point Naval Shipyard and to2 toxic plants operated by PG&E along our Bay. An- other Superfund site, left by PG&E, borders our District along Geneva Ave. in Visitacion Valley. Not coincidentally, the City of San Francisco is home to the highest rates of breast cancer of any city in the world, and neighborhoods in our District have even higher rates of both breast cancer and asthma.
We first need to REMOVE existing pollutants from our environment. As I've argued for years, the U. S. Navy must clean up the Shipyard. whether the cost to do so is $105 million or $260 million, both smidgens in its overall Budget, and it must do so with no more delays. As
Supervisor I would move to deny any cooperation and revenue from the City to the Navy till this clean-up is begun and guaranteed. Proposition P on the current ballot is a start at addressing the problem.
Regarding PG&E, I support the creation of a Municipal Utility District (the M. U. D. Imitative that more than 24,000 San Franciscans have signed) that would enable the people of San Francisco to gain more power and lower rates through local control of public utilities.
